is originally from Sweden, and he’d studied electrical engineering there, so he went to the Oregon State Board of Examiners for Engineering and Land Surveying to argue that yellow lights should be extended.<\/p>\n <\/p>\n They ignored him, and fined him $500 for not having a professional engineering license.\u00a0 That put a stop to his quest.<\/p>\n <\/p>\n Well . . . a federal judge overturned that fine earlier this year, so the mission was BACK ON.\u00a0 And now Mats has taken his proposal to the Institute of Transportation Engineers, which sets the official traffic light CPR on Tyler.<\/p>\n <\/p>\n He kept Tyler alive until the paramedics got there, and they used a defibrillator to get Tyler’s heart back into its regular rhythm.<\/p>\n <\/p>\n Tyler wound up breaking
