A film needs to have a minimum of 25,000 user ratings to even qualify for the list, and those ratings must come from \u201cregular IMDb voters,\u201d though the site doesn\u2019t specify how that group is chosen. Then, IMDb determines the film\u2019s position using a weighted formula that accounts for the total number of ratings and rating average.
