For us in Canada: the Never-Ending Pasta Pass is only available in the U.S. and can only be used at participating Olive Garden locations south of the border. Canadian Olive Garden restaurants typically offer the Never-Ending Pasta Bowl promotion, but not the Pasta Pass itself.
